Position Posting: Miami ARTCC Training Administrator

Miami is a busy international gateway. There is a lot of trans-continental traffic, trans-atlantic traffic, as well as a lot of Carribean island flying. Miami ARTCC has 2 class B facilities, and numerous class C and D facilities, as well as Oceanic sectors. Miami airport is a tier 1 facility, and Fort Lauderdale and Tampa are tier 2 facilities.

Key Responsibilities:
- Reports to the Air Traffic Manager and VATUSA3
- Oversees a comprehensive ARTCC Training Department and academy
- Develops and maintains a training policy, simulation files, and training materials
- Manages and mentors a team of Instructors and Mentors
- Supports the Miami ARTCC's mission of creating quality controllers, while creating and maintaining open, friendly, and accepting community
- Lead and effectively manage a team of mentors and instructors, including facilitating a structure for applications and onboarding new training staff members
- Serves as a leader to coach and motivate controllers while upholding a culture that builds exceptional internal and external pilot experiences
- Perform multiple functions, including project management, instructional design, and instructional writing
- Assess learning needs accurately and propose creative and effective learning solutions
- Initiate and manage throughout the lifecycle of project, including: initiating projects, creating project plans, executing all milestones and tasks, monitoring risk, and evaluating success
- Leverage a diverse set of skills and delivery approaches, including: instructor led, blended, experiential, media based, performance support, and other emerging technologies
- Organization design for Miami Training, inclusive of consulting to understand needs, building project roadmaps, and guiding/managing the org design process in partnership with ARTCC and VATCAR Partners to support ZMA goals
- Supports and participates in initiatives that give back to the VATSIM community
- Supports the recruitment, retention and development of a diverse range of talented people to fill the roles of Instructors and Mentors
- Holds self and others accountable to high performance standards while providing pilots with memorable experiences
- Ability to listen to feedback and take constructive action
- Maintains, updates and manages training program, lessons, sweatbox scenarios, exam rubrics
- Attends periodic meetings to report on ARTCC activities
- Ensures that Miami is following all VATSIM and VATUSA training directives

Requirements:
- Prior I1 experience
- Ability to oversee the quality of the training program
- Be able to meet all activity requirements as outlined in the Miami D1 Training and Administrative Policy and all sections thereof (as appropriate)
- No history of significant or recent behavioral issues

Preferred Skills:
- Teaching/Education experience (on or off VATSIM)
- Leadership, managerial, or supervisory experience (real world or VATSIM applicable)
- Familiarity with the Miami policies and procedures
- Demonstrates the qualities of understanding, patience, restraint, and professionalism

It is my sincere pleasure to announce that Gerardo Rodriguez has been picked to be the next dATM at ZMA. Gerardo started his VATSIM career with Miami and has stuck through the highs and lows with unwavering support, with history as staff and as an instructor. His amazing knowledge of ZMA and new ideas will help propel ZMA back to the top as a premier facility.

By acknowledging you are going to review them, it means you have a problem with the policies. If you didn't have an issue with them, what need is there to review them? Jason is saying it's been 4 weeks. Correct me if my math is wrong, but in reality, it's been 11 months since you took over. I'm not going to claim I know everything about what's going on, but when you have a policy in place that is hindering a facilities advancement because they want to be in compliance with these policies that you have procrastinated on "reviewing", there is an inherent problem with time management skills. I just took the past 38 minutes to review the 4 (four) VATNA policies, and they are so unclear and confusing, that it needs to become something you need to devote some attention to.

Now I know someone is going to say "well instead of complaining, how about you do something for your facility"   Well guess what...I would, except I can't do ANYTHING because of these policies.

Bryan, it's time to step up to the plate. It is not difficult to review and perhaps edit a policy or 2...hell perhaps all 4. When I became dATM of ZAU and Joe Clark became ATM of ZAU. The first thing we did is review the policies that were in place (illegally because of 0505), and discussed what we needed to do. And it would amaze you what we've done in the 47 days since we both took position...We've reviewed the policies, discussed plans of action, included in our discussions ALL of the staff at the facility AND all of the members at the facility, and what they want to see. We've asked what they want to see, and we have a great start going, typed out, reviewed, edited, and ready to go...but guess what...since we want to be in compliance of all VATUSA, VATNA, and VATSIM policies...one of which is 505, which you claim you're reviewing...we CAN'T DO ANYTHING to advance the facility and give it direction with what we have ready to go.

I don't know if this will open your's and other's eyes, seeing as to how it's not just Jason saying this, but what do I know...from my understanding  [!--quoteo--][div class=\\\'quotetop\\\']QUOTE [/div][div class=\\\'quotemain\\\'][!--quotec--]"One man can make a difference."[/quote]

So Bryan, why don't you be that one man?  Make the difference, or let someone in who can make the difference.



Now onto the second part about maturity.

Chris, you talk about Jason's maturity. Do you not remember being the one at ZAU who was being the immature one with all of your snide comments and remarks trying to egg on Jason??? Need we re-hash the Jason's dead mom conversation you decided to start    You keep bringing up the same thing about why you left ZAU, that's your choice, you're in your new home, enjoy it, but for god's sake, stop re-hashing and sounding like a broken record...which is exactly what you're telling Jason he's dong.


It's late and I'm tired, so I'm going to bed...I look forward to the responses here when I wake up.

I had an interesting situation come up today. I was talking with one of my pilots, who was flying into a controlled center airspace (a side note, the center controller holds a sup rating, this will play into the scenario as we continue) from an uncontrolled airspace. He was unaware that he was flying into the controlled airspace, and was just continuing on with his flight, and was at the controls the ENTIRE time. After flying in for a while, he got a private message from the controller staffing the center. The message read: "this message is to inform you that you are being removed from the network for not contacting me within 30 min of entering my airspace."  To this, my pilot responded saying that he hadn't received a contact message, and was unaware he was in controlled airspace.  After a bunch of pointless bickering back and forth, the controller finished the conversation by stating "it is the responsibility of the pilot to know whether he is in controlled airspace, and the controllers are not required to send out contact messages."

Now, I've done my homework, the PRC says that IDEALLY the pilot will contact the controller when they enter the airspace. At the same time, it states that the pilot can't be absent from the flight deck while in controlled airspace. I've read through the forums here and at VATSIM, and I keep seeing posts that say controllers SHALL, and usually will send contact messages(but these messages are just from other controllers and pilots). By that same token, I haven't seen anything saying that it is required. A lot of these postings and wordings in documents are contradictory, and we have no official documents outlining something as simple as this. Can the determination of whether a pilot is removed from the network really fall to the discretion of supervisors, when there's nothing written/approved stating who's(pilot, controller, both) responsibility it is to establish contact?

Is it the sole responsibility of the pilot to establish contact with the controller? or does the controller have an obligation to at least attempt to contact a pilot who didn't check in (not checking in doesn't mean they are away from the controls)?
