There are options in the NOTAM panel to send to the active controllers, or to various sections of the membership. It doesn't need to go to everyone.

Joe, I know who it was of course. It really isn't a big deal and I'm not sure why anyone would be upset. I'm beginning to think we may send a NOTAM for ATM openings. The more members we can reach the better. It can only improve upon our pool of qualified applicants for the positions. I just don't want to see NOTAMs going for everything, which is something we will certainly avoid.

I'm going to see what happened. I don't believe NOTAMs should be sent for this purpose so please accept my apologies for the email. If we did it for one, we'd have to do it for all. Not the road I'm willing to travel.  

FYI, I didn't get it yet. I know they go out in batches, so would someone forward it to me?

That policy is going to change. Go ahead and apply to visit in ZSE, if they accept you are good to go. Then submit the transfer when the 90 days (from your last transfer) have passed.

Harold is correct, however, the transfer rule is 90 days so it will not always be exactly three calendar months. The same goes for the exam waiting periods.

No idea at the moment, but it does look to be somewhat random although the attack was centered on an old inactive system running on our site. One would think that the hacker would need to know it was there, but I really don't know and Andrew can provide more insight than I can on this issue.

I do know that it took down the entire VATSIM.info server, including a couple other divisions (China and India to my knowledge).

It's a top down service, so you would want to contact someone in the same order as you described in your first post. However, you may be flying into what we call uncontrolled fields, which will only receive approach services. The best thing to do in this situation is to either read the ARTCC's website, or simply ask the controller when you are online. You would only need to ask APP/DEP or CTR, since tower will only control at the airport specified in their callsign.

Ohad,

The same concept applies here in the US. The best way to determine which airspace you are in is to use a tool such as ServInfo or VATSpy. You could also look up the information on Sky Vector (www.skyvector.com).
