News / ZKC Seeks Facility Engineer

Kansas City ARTCC is currently seeking applicants for the position of Facility Engineer.

Duties
The FE reports to the Air Traffic Manager and maintains technical/sector files for use with ATC client software.

  • Attends periodic meetings as necessary.
  • Maintains an active online presence within the ZKC ARTCC and on the VATSIM network.
  • Advises ATM and senior ARTCC staff of technical issues.
  • Creates, maintains and updates ZKC sector files, vATIS config files, alias files and POF files.
  • Coordinates with ZKC and other ARTCC staff to mitigate and manage frequency and automation problems.
  • Maintains approved facility Orders and LOAs, ensuring they are electronically available through the website.
  • Develops and maintains LOA/SOP “cheat sheets” and related media.
  • Frequently checks and responds to emails and contacts in a timely manner.
  • Voting member of the Facility Advisory Board.

Requirements
The successful candidate must:

  • Be a member in good standing
  • Be a member of the ZKC ARTCC, or willing to transfer upon selection
  • Hold a VATSIM Tower Controller (S2) rating or higher
  • Be skilled with VATSIM ATC Client software and software involved in technical file creation/manipulation.
  • Maintain active status by logging minimum number of hours in accordance with ARTCC policy
  • Be able to work well in a team-oriented environment

Preferred Skills &Abilities
The successful candidate should:

  • Possess a high degree of commitment and motivation
  • Make every attempt to attend each scheduled event
Priority is given to candidates who:

  • Possess experience and certification within the ZKC ARTCC
  • Have previous Facility Engineer experience
  • Have previous staff experience in a VATSIM ATC facility, or virtual airline
  • Have experience with software programming

The Kansas City ARTCC will be hosting their second FNO of the year at St. Louis Lambert International Airport. Enjoy 4 hours of quality ATC in and around the St. Louis area beginning at 2300z. There will be a pilot briefing as a comment on this post prior to the event. In order to have an efficient event, we ask that you have updated scenery with runway 11/29.

We also ask that you indicate if you have updated scenery in the remarks section of your flight plan. Please take a look at the scenery options below.

Events / ZKC: Air Capital Fly-In

It's time to thaw out! To help, the virtual Kansas City ARTCC is hosting the "Air Capital Fly-In" February, 25th. 2017, beginning 2359z and lasting until 0400z.

Begin your evening by departing Wichita in your Cessna Citation made here in Wichita, Kansas. Then
end with chartering your Boeing 737 assembled right here at the Boeing plant in Wichita.  Our main airports include Wichita Dwight D. Eisenhower National (KICT), McConnell Air Force Base (KIAB) and the Hutchinson Municipal Airport (KHUT).

We encourage you to put our controllers to the test with both your IFR and VFR skills.

Duties
The EC reports to the Air Traffic Manager and promotes the ZKC ARTCC through the planning, coordination and execution of events.
  • Attends periodic meetings as necessary.
  • Maintains an active online presence within the ZKC ARTCC and on the VATSIM network.
  • Produces quality events using unique and creative ideas.
  • Ensures event plans/activity meet ATM goals.
  • Coordinates with virtual airlines, pilot organizations, other ARTCC staff and ZKC controllers to ensure maximum event participation.
  • Coordinate with other ARTCC staff to provide ZKC support for neighboring events.
  • Develops and distributes marketing material to promote events and the ARTCC through all appropriate venues.
  • Develops event briefings and staffing assignments.
  • Assumes the duties of CIC when assigned, directing staffing and breaks accordingly.
  • Manages and processes scheduling requests.
  • Frequently checks and responds to emails and contacts in a timely manner.
  • Voting member of the Facility Advisory Board.
  • Serves as Vice Chairman of the VA Relations Committee.
  • Represents ZKC ARTCC to various VATSIM organizations; acts accordingly.

Requirements
The successful candidate must:
  • Be a member in good standing
  • Be a member of the ZKC ARTCC, or willing to transfer upon selection
  • Hold a VATSIM TMA Controller (S3) rating or higher
  • Be skilled with graphic editing software such as Fireworks, Photoshop, etc.
  • Maintain active status by logging minimum number of hours in accordance with ARTCC policy
  • Possess excellent written and oral communication skills
  • Be able to work well in a team-oriented environment

Preferred Skills & Abilities
The successful candidate should:
  • Possess a high degree of commitment and motivation
  • Make every attempt to attend each scheduled event
Priority is given to candidates who:
  • Possess experience and certification within the ZKC ARTCC
  • Have previous Event Coordinator experience

News / ZKC's New Training Administrator

Unfortunately, Dristin Rose has hung his hat as TA at ZKC to advance his education and dedicate more time to his new promotion at work.  Collectively, he's been a staff member at Kansas City for over two years.  During that time, I've developed a deep respect and appreciation of his knowledge of procedures, commitment to students and even his upbeat personality that forced me to be happy when sometimes I just really wanted to grump.  Although I certainly understand his "partial retirement", his presence as TA and instructor will be sorely missed.  I sincerely thank him for all he has done for us, our students and the VATUSA community in general.

BUT... don't fear!  Kyle Kaestner has been selected to step up and assume the TA job.  I've worked with Kyle awhile now in his most recent role as Events Coordinator, and am confident he'll pick up where Dristin left off.  I'd like to thank Kyle for his assistance and dedication, and look forward to a bright future for ZKC training.

The Control Room Floor / "Descend Via"

Who here issues "Descend Via" instructions to aircraft on an RNAV STAR working a CTR position?  I spoke with a real world CTR controller recently who told me ARTCC's are not authorized to use that phraseology-- that it's reserved only for TRACONs (with the exception of ZAB... I believe).  Has anyone else heard this?  If so, where is the documentation?

When looking at 7110.65 4-5-7... it's pretty evident to me that "Descend Via" can be issued by either ENROUTE or TERMINAL.  I know there was a notice (N JO 7110.584) which added "Climb Via", then another notice which cancelled that (N JO 7110.597)... but neither appear to affect "Descend Via" which provides provisions for both Terminal and Enroute.
