Why not staff the CTRs/Tracons? If you really wanted to start a party.....just my 2c..

It could be that it is easier to staff Ground/Delivery positions as most of the members of the division are under an S3 rating.

Thanks for the welcome!  Over a dozen staffing DEL/GND today means over a dozen staffing TRACONs in about 6 months, right?  I can deal with that!
