Yes they are down. It isn't a data loss. They have been having issues over the past week and I think they are migrating it away from the USA-W server.

TS2 is rather old so most, if not all, ARTCCs use TS3. Which ARTCC teamspeak are you trying to join? You can add server bookmarks by selecting Bookmarks->Add to Bookmarks

You will find them on the ARTCC website. For example ZLA's sector file is located at http://laartcc.org/page/atcdownloads
