I was really interested in controlling at Guam but there isnt a PGZU vARTCC. Is it possible to start it or request it be started?

As a Past Guam Controller, HCF (Honolulu Control Facility) has ultimate control over who and when people join/leave Guam.

well it was "taken down" because of the site and all but the PGZU runs under Honolulu ARTCC

Guam is currently under divisional control.  It was taken over by Division when neither HCF or ZOA expressed interest properly managing the airspace.  Oakland Oceanic also falls into this category.  For the time being, Guam FIR and Oakland Oceanic are shuttered.

Pacific Oceanic Partnership? VATOCE has agreed to do all training on Oceanic positions.

VATUSA conducts training and certification for, and administers Oakland Oceanic, in agreement with the Pacific Oceanic Partnership, which maintains a roster of those certified.
