The FAA has issued FAA Notice 7110.584, (http://www.faa.gov/documentLibrary/media/Notice/N7110.584.pdf) effective 15 Aug 2012, that adds climb via and clarifiies descend via procedures and terminology.
Summary of Changes:
1. Adds climb via terminology to 4-4-2
2. Standardizes climb via and descend via terminology in 4-4-2
3. Clarifies altitude assignment procedures and phraseology in 4-5-7
4. Amends and clarifies climb via and descend via in the Pilot/Controller Glossary (PCG)
