After DST on 13 Mar, wouldn't it be 1900-2300EDT, 2300-0300UTC? It's only a four hour difference with the spring forward.

Matt, that's where he obtained the ACSim files from. The problem is specific to something on his computer and Win10, not Win10 in general.
