VATUSA Notice 7110.601 - Climb Via SID

Hello everyone,

Attached is VATUSA Notice 7110.601, which outlines the use of "climb via SID" within VATUSA. There is also a 10 min video that I've created to show what to look for when determining if a SID a climb via-able.

The notice is effective tomorrow, January 16, 2015.

Great work, this is very much needed!

The only part that confused me was your reference to "comply with restrictions". I was under the assumption that you no longer use "comply with restrictions", just "climb and maintain" which will cancel the restrictions, or "climb via SID", which is climb to the top altitude and comply with restrictions. If you want to change something, like the altitude, or a restriction, it is "climb via SID except maintain XXX", or "climb via SID except after [waypoint] maintain [altitude], and last "climb via SID except cross [waypoint] at/at or above/ at or below [altitude]". Here is a PDF from the NBAA that explains these examples. So is "comply with restrictions" still used?

Please tell me if what we have been practicing at ZAU is acceptable.

We understand what the term "Climb Via" is intended for and the video as well as the text in the PDF make it quite clear as well. However, when pilots look at our ORD8 chart, the maintain altitude is not on the main portion of the chart, but rather on the "back" side. It is not well defined for newer pilots. So, to avoid problems, our typical phraseology for this would be to use the term Climb via SID but then to announce the top altitude so that the pilot knows how to climb via the SID. "UAL148 cleared to MSP as filed, climb via SID top altitude 5,000, expect FL320..."

Does that work or am I mis-using something?

I've had MSP CD controllers interchangeably use "except maintain" and "top altitude". Seems to be a localized kludge they're using until the FAA sorts things out.
