I know when I was at Houston, we would have people come in and request to just get a oceanic certification in the airspace. Never really a big deal, we would happily train/certify them on the position. But then again, the ZHU Oceanic airspace is tiny and has very little traffic compared to New York and Oakland Oceanic airspaces.

The poll is good but in the end, its really up to the ATM and DATM and the North East Air Traffic Director. Or at least thats how I would suspect this would have to go through.

It would be nice to see the airspace open up just for people wanting an Oceanic Rating. You're best bet would be to email the ATM at ZNY and ask if there is any way you can skip the basic ratings because you are not interested in those.
