The video explicitly says to download and install the Boston sector files. It doesn't say "install whatever sector files you can manage to find."

That video was put together for the division about 5 years ago by the ZBW (BVARTCC?) guys who were nice enough to help out.  Definitely might be time for a more "division-wide" update, though. :)  ;)

That said, most facilities' training staff are able to help you with setting up your radar client, once you choose where to go.  And once that happens, you won't have any trouble finding files, I'm sure!

Many facilities have their facility files available for all to see on their websites:

ZLC: (No files displayed... Might not be completed yet)
ZNY: (navigate via Controllers>Publications, then Controllers>Downloads)

ZBW just happens to be one of the few that doesn't publish their files for all to see. 

So, no!  You shouldn't need to apply for membership most places, in order to see their sector files.  You might try emailing someone on facility staff to request the files directly, should they not be displayed on the facility website.

You could use something like Duet and just display the ground radar on the iPad.

+1 on Duet... Awesome stuff.  The alternative that I use:

Really cool for pairing computers, tablets, phones, etc as additional displays.  Puts the spacedesk display in as a "native" windows display, so it can be configured as you would a wired-in one. Very helpful for this sort of thing.

And, while your post says "view-only", you could definitely use this to select or modify aircraft.

Jeremy is a good source for this... ZNY has used it on multiple occasions.

My thoughts on the booking system idea:

Due to the open nature of the network, we cannot require pilots to book their flights, adhere to slots, etc.  Denying or delaying service as a result of an unbooked flight seems unreasonable.  If, for unbooked flights, we default to the "fit them in where we can" mentality, then the point of the booking system becomes moot, as pilots slowly drift away from the extra step and towards the freeform method they adhere to currently.  Or maybe they think the booking process adds to the realism and will be more inclined to do it?  There's no way for me to know at this stage.

Having never coordinated an event with a booking system, I could be entirely wrong about this, and it could work spectacularly.  It's certainly worth a try, but we shouldn't expect it to work perfectly.
