Question about a 'calm' wind definition

Hi,
There was a question in the S1 test that I was marked as incorrect.
The question was what windspeed is considered calm.  Based on TAF definition from NOAA( https://aviationweather.gov/static/help/taf-decode.php), I said a windspeed of 3knots or less.  This was marked wrong.

Is my understanding correct and the answer to this question should not have been marked wrong?

So in the 7110.65Y. It states,

2-6-5 CALM WIND CONDITIONS
Describe the wind as calm when the wind velocity is less than three knots.

That link references the 7110.65T from 2010. Luckily enough the information remains basically unchanged:

2−6−3. REPORTING WEATHER CONDITIONS
b. Describe the wind as calm when the wind
velocity is less than three knots.

You answered 3 knots or less.
